Annual expenditures by program

Actuals

Each column is one fiscal year of Measure A1 spending, presented by the broad program categories authorized by the bond, following the summary-chart convention of the published Annual Reports. Each program carries its full cost: project expenditures, program administration contracts, HCD staff (already allocated to program cost centers in the source), and consultants, which are assigned to Rental Development. Bond issuance is the only standalone administrative line. Hover over any segment to see its composition.

Consultants ($1.87M cumulative) are assigned in full to Rental Development, extending the Annual Report 4 Appendix 1 convention that assigned identifiable consultants (CCMI, Elation) to the program they serve; the current consultant roster (labor compliance, legal, and contract-tracking services) supports the rental portfolio. Orrick, Herrington & Sutcliffe (bond counsel) and RINCON are carried under the bond issuance category, consistent with AR4's treatment of Orrick. Acquisition & Opportunity expenditures are presented here under Innovation & Opportunity, matching the Annual Report summary charts and the source report's cost-center structure. Homeownership Development carries staff costs only; the Oak Days / Edes Avenue payments sit under Rental Development, funded via an asterisked allocation transfer from Homeownership Development (see the allocation panel).

Allocations

Allocations reflect changes approved by the Board of Supervisors. Lighter slices are the transferred-in dollars on the receiving program.

The $580 million bond by program. Board actions moved $10 million from Renew AC to AC Boost (FY2023–24) and $14.0 million from Homeownership Development to the OakDays and Edes Avenue conversions (FY2024–25); transfers net to zero against the $580 million total.

Allocations and expenditures after Board transfers

Actuals

Bond allocation as approved by voters in 2016 and the allocation after Board-approved transfers, with expenditures on the Auditor-Controller basis. Hover an asterisk (*) for transfer details. Filter the years to reproduce a reporting-period cut; through FY23/24 this table reproduces the figures published in Annual Report 5.

The Allocation after Board transfers column reflects the $10 million reallocation from Renew AC to AC Boost (FY2023–24) and the $14.0 million transfer from Homeownership Development to Rental Development for the OakDays and Edes Avenue conversions (FY2024–25); transfers net to zero against the $580 million authorization. Program rows report program dollars on the Auditor-Controller basis and exclude administration and issuance, which are shown on their own lines; the TOTAL row includes them. Percentages are measured against the 2016 allocation.

HCD staff costs by program cost center

Actuals
